What It Does
- Scans the knowledge vault structure for completeness

Safety
This is a read-only pipeline. It audits the vault but does not delete or modify files without explicit confirmation. It is safe to run frequently.
Automation
The KB Librarian runs automatically on a 12-hour cron cycle. It can also be triggered manually from Mission Control.
